He told BBC Devon: "We had a trial match at Fulham on Tuesday, but it didn't work out well for us and none of those players will be joining.
"As of yet there's a lot of maybe's, but no confirmation."
Mariner said his search for new talent has the full backing of the board at Home Park, although he refused to be drawn on the financial resources available to him.
"I haven't been told any figure," he said. "I just go back to the board and ask 'can we afford him?' It's as simple as that.
"Every club has a ceiling point so we're realists on the staff and we know what we need to do, and the board have been extremely supportive."
When questioned as to where exactly Plymouth's financial ceiling lies, Mariner stated: "It's a bungalow not a four-storey house."
