The Guadeloupe-born 23-year-old, whose previous clubs include SM Caen, Pau FC and FC Brussels, joined from Romanian club SC Vaslui in August after a successful trial period on a rolling month-to-month contract but has been unable to turn out for the Pilgrims so far this season.
Argyle's football secretary Carole Rowntree told the club's official website: "The transfer process can be incredibly complex, with international clearance and any issues between the player and his former club to be considered, but this deal has reached a new level of difficulty."
Zubar, whose brother Ronald plays for Wolves, added: "There were times when it was difficult to see the end of the process but it is now all worthwhile. Now all I want is to be on the pitch."
